*** Many in Fleet Command will not even attempt for ULTRA upgrades, because a couple of points is not enough to justify the cost.***
Wait until you have upgraded everything to MK XIII on all of your toons before moving onto ULTRA RARE upgrades.
Cost to upgrade from Rare to Ultra is extremely costly each attempt is not guaranteed.
You will waste all of your resources trying to get one item to ULTRA RARE, that you could have used to upgrade many other items.
Example One :
Shows the difference in upgrading a Fleet Mark XII weapon to Mark XIII.
Example Two :
Shows a 2 point difference in Damage and DPS and a 20% critical severity for the Ultra Rare.
The cost estimated at 60 million and thousands in dilithium is just not worth 2 more points for the Ultra Rare status.
